I recently tried to make a fink package for version 5.1.x, but compilation failed on some C++ error. which I wasn't able to solve yet (lack of time and knowledge). However, the fink package emboss comes with a built-in plplot for plotting stuff. Emboss installs some headers and libs for plplot, so you need emboss-dev and emboss-shlibs. Although I am the maintainer of emboss, I am not sure how complete that is, but it might be worth to have a look at.
