Which is exactly what you should have for 10.2.x. As long as you have the gcc3.3 update to your Developer Tools, you should be able to build the same version of the package manager as for 10.3. I'm not sure why your version shows 0.7.0. If it's "0.7.0.cvs", then I remember others mentioning this, too
When I tried to do the same with the packet manager 0.20.x it failed,
and I thought I'll just try again a few days later and see if the bug
was fixed. The third time (and the third 0.20.x version) i didn't work I
went to fink.souceforge.net

I've not seen that error before.
I have also seen strange behaveiour from top when i updated packages. The %CPU doesn't seam to add up. But it might just be that fink start processes that finish before top is able to update the statistics. (Vsize is removed to avoid wrapping)
