I'm getting the same error. Here's what ls -al shows i my tmp:

I just tried to update Fink and was getting the same "can't create temporary directory" errors. All of my directory permissions looked OK. Both "fink selfupdate" and FinkCommander's "selfupdate" commands give the same errors. Switching to the rsync method fixed the problem for me.

I have been using Fink for a long time across a couple machines and I have been using the CVS update method (fink selfupdate) and I haven't had much trouble until today. In fact, I didn't even bother to find out that there was another method, but an rsync method is available and a previous email mentions the use of CVS has been deprecated. The Fink FAQ mentions that it's possible to switch to using rsync for selfupdate here:

http://fink.sourceforge.net/faq/mirrors.php?phpLang=en#howswitch

so I used "fink selfupdate-rsync" and I was able to update without the "can't create temporary directory" that must be related to the CVS method. Then I ran "fink selfupdate" and I could see that it was using the rsync method again, so I it looke like that switching to rsync is sticky. FinkCommander selfupdate/update-all now works too.
