I have found that the build of xaw3d-shlibs fails on a Darwin 7.4.0 (Mac OX X 10.3.4) system with Apple's current GCC compiler and Fink 0.7.0:

It is interesting that NO_WIDEC_H is defined, yet Xawl18n.h still tries to include the header file.
This is an incompatibility between xaw3d and xfree86-4.4.0 that has been fixed in the xaw3d package in unstable some 3 months ago.
Could you try xaw3d-1.5-8 from unstable? Or else change in your xaw3d-1.5-5.info file the line
make USRLIBDIR=%p/lib INCDIR=%p/include SHLIBDIR=%p/lib
to
make USRLIBDIR=%p/lib INCDIR=%p/include SHLIBDIR=%p/lib EXTRA_DEFINES=-DNO_WIDEC_H
