(2) Retry the same mirror
(3) Retry another mirror from your country

Changing ISPs may well account for what you're seeing. You might just
need to keep trying to selfupdate until it works.

When you switched ISPs did you move to PPPoE? I had problems with rsync
when Verizon moved me from a static IP to PPPoE but once I fiddled with
my firewall (a NetBSD box) everything worked again. (don't remember
what I had to do -- it was awhile ago).
