No. It still try to downgrade 27 packages. I have these lines in my source.list:
deb file:/sw/fink local main deb file:/sw/fink stable main crypto deb file:/sw/fink local bootstrap deb file:/sw/fink unstable main crypto
so, I guess it's OK ?
