INHO this is a serious bug in the xorg package. The directory /etc/fonts with the two files fonts.conf and fonts.dtd is installed by the BSD.pkg from Panther. It is not owned by X11 (dunno why). So it should not be owned by the xorg package either.

fink remove xorg xorg-shlibs

Here more force will be needed, in general, dpkg -r --force-depends or similar.
