That's way, way, old for 10.3.9.
looking for previous help with this problem, all i found was an email
at

which said "wipe /sw and start over".
is that correct? if so, what happens to software previously installed
with fink? does it get wiped too?
Umm...that's what "wiped" means. ;-)
if so, can i get a list of currently
installed software so i know what to reinstall?
fink list -t -i
alternatively, how do i fix the problem i have?

Try this:
sudo apt-get update
sudo apt-get dist-upgrade
That'll update you without using the fink command. The problem here is
that you have such an old version of Fink installed that the syntax of
the package descriptions has changed.
