I believe that what one really needs to do (because it worked for me) is:

run /sw/bin/pathsetup.sh

then open a new window and run fink selfupdate-rsync

Specifically, I don't think the csh (and rehash) references are quite right, are they?

You're quite right.

They're a carryover from 10.1 when tcsh was the default shell.
