Ah, but I forgot to mention I made one change to your LaTeX file:
m-pictex inetad of pictex!
Here is what I tried:
\documentclass[11pt]{article}
\usepackage{geometry}
\geometry{letterpaper}
\usepackage[parfill]{parskip}
\usepackage {chemarr}
\usepackage {m-pictex}
\usepackage{m-ch-en}
\begin{document}
Hello $A\rightleftharpoons B$
and $\xrightleftharpoons[below]{above}$
\end{document}

Are you sure you need \usepackage{pictex}? Doesn't m-ch-en load this
already, so that you have it now twice?

(/sw! No room for a new \dimen .
If this were genuine, you couldn't do anything about it; memory
settings don't help; there are only 256 \dimen's available.
Hi,
(I already sent this to Bill privately)
while proctoring a final exam (sound familiar, Bill?) I played around
with this problem and found that the example file provided by Bill
compiles fine if you set
pool_size = 1750000
in the file
/sw/share/texmf/web2c/texmf.cnf
(should be around line 502)
Then run "sudo texconfig init" and after that latex can handle your
file.
