Yes, you can safely remove everything in /sw/src/, it will be redownloaded if you need it again. Any directories will be left over from failed builds and are definitely not needed.

If you haven't already found it, you probably want to try "fink cleanup" -- it removes all but the latest versions of source and deb files (man fink for more details). I use it to keep my /sw trim and have not had problems with it removing things I want unless for some reason I'm using an old version of a package while waiting for a bug fix. (In which case it removes the deb so I can't reinstall without rebuilding the old one if I test the new version and it fails). So I only use it after I've gotten everything fully up to date.
