I don't think so either.

I rewrote 'fink cleanup' for the future fink-0.25, and just patched it
to preserve the .deb for *all* installed packages, not just those that
have their .info file present.

Thank you for this fix, I have been caught in the past by this behaviour and look forward to it to it working "the way it should".
