No /usr/X11R6/bin/startx at all? Verify that it wasn't just a PATH
problem by
ls -l /usr/X11R6/bin/start*
And check your .deb file via
dpkg -c /sw/fink/debs/xorg_6.8.2-35_darwin-powerpc.deb
If you have 6.8.2-25 instead, that's the Panther version and
something needs to be fixed in your underlying Fink setup.

I've been away. Yes it turned out to be a PATH problem. I thought
/sw/bin/init.csh added the X11 directories to the PATH, if required. I
just started a new terminal window and expected it to work.
