1) Do gettext-dev and libgettext3-dev swap back and forth reliably
so that build stoppages don't occur as a result of these packages?
Yes. I installed so much that it took 4 days to compile (bundle-
gnome, bundle-kde and openoffice where the biggest). Not a single
issue concerning gettext-dev and libgettext-dev.
