I've noticed the behavior as well. I'd not really noticed the 2 master mirrors thing, but I keep choosing for fink to try another mirror until it finds one that has the latest version; option 3 (another mirror in your country) until that's no longer an option, then option 4 (mirrors in other countries) if my memory serves me correctly.

My two cents on the 'SkipPrompts:fetch": I'd like it to automatically follow my stubborn behavior & try all the mirrors. I'm sure there's reasons for only wanting to use one or two specific mirrors (maybe bandwidth or they are accessible through a local LAN or whatever) so it'd be good to have the option as well to have it skip prompts & configured to where it ONLY checks specified mirrors too. I'm sure that'd be easy to set up. :-)

Anyways, thanks for all the hard work fellas,
Brandon Potter

There's a FAQ on this.

Also, because this failure is expected to happen sometimes, recent fink (since 0.24.8) will try only two master mirrors, instead of trying every last one.

When 0.25.x is released, you'll be able to put 'SkipPrompts: fetch' in your fink.conf, and Fink will automatically keep trying mirrors until it gives up, instead of waiting for your input every time a mirror fails.
