The documentation is being updated to deprecate moving single .info
files and instead to encourage turning on all of the unstable
tree--especially given that the more popular packages from the
unstable tree tend to depend on a lot of other packages in that tree,
and/or versions of other packages that reside in that tree.

And because it's a royal pain to mix-and-match stuff.
