When I upgraded to 10.4 I just ran self update and didn't follow the /sw/lib/fink/postinstall.pl etc.(because I didn't check the web page), running it now gives:

Mac OS X might work with Fink, but there are no guarantees.

This looks correct, so there is no reason why you shouldn't see the package updates from the cvs repository. Of course, if you are using only the stable tree and have only a small number of packages installed, it is possible that none of them had any updates for quite a while, but in general there are updates even in the stable tree almost daily. Have a look at the cvs commits newsfeed <news://gmane.os.apple.fink.cvs>.
