The official description of the DocFiles field in the Packaging Manual states simply, "The value is a space-separated list of files." HEAD conforms to this spec. That one could previously use quotes to subvert that behavior could almost be seen as a bug in 0.24.11. More charitably, it is just something that $maintainer stumbled upon that happened to work due to how that field was implemented previously.
I guess we could argue for a while over what constitutes a "space-separated list of files", but it's not worth it, I have removed the DocFiles field now.
