...and I got cranky and uninstalled 87.1 through fink
commander, just to see if that cleaned anything up, so I have
no listing for clamav...

Should have come with the system, you'll have to manually add:
clamav:*:82:82::0:0:Clamav User:/var/virusmails:/bin/tcsh
Well, first look at your output again and make sure that you're not
missing anything else, also check that you don't have a different
user with a uid of 82. Then check your groups as well `nidump
group .', I have put the default Mac OS X 10.4 users and groups at
http://pogma.com/misc/passwd and http://pogma.com/misc/group for
you to compare. Note that these are the system users and groups,
I'm not there, nor are any fink users.
That done, and you've figured out what to add back, make a file,
call it whatever you like with the contents you need, I'll call it
passwd.add, at least you'll need:
clamav:*:82:82::0:0:Clamav User:/var/virusmails:/bin/tcsh
then, `niload passwd . < passwd.add', if you also need to create a
group.new file to add the groups, do `niload group . < group.add'.
