Yes, you are suffering from a botched upgrade of the libdvdnav packages
that happened back in 2004. This created a mess that has been sorted out
for Tiger, but is still present in the Panther tree.
I think you should be able to remove manually the libdvdnav and
libdvdnav4-shlibs packages and then proceed (first the libdvdnav package
and then the -shlibs package). If anything prevents you from removing
libdvdnav4-shlibs, please write again. I don't see anything, but I am
not on 10.3, and the fact that you have it installed at all seems to
indicate that it has been needed by some other package.
Another possibility would be to change the gst-plugins packages
(maintainer CCed) so that they depend on the libdvdnav/libdvdnav4-shlibs
packages and not on the zombie libdvdnav2/libdvdnav2-shlibs packages as
they do now.

as well. I will try to remove and replace as separate operations to get
this going but I thought I should mention it on the list. Fink has been
getting better at this sort of thing and it would be nice to get it work
flawlessly - ie. unattended :-). I will let you know how it goes.
