and rebuilt it, but the file is still not there. (No

Something must have gone wrong when you built the package. For clues you
could look in the file
/sw/src/fink.build/python23-2.3.5-*/Python-2.3.5/config.log
Look for lines containing readline, like
configure:20169: checking for rl_completion_matches in -lreadline
configure:20199: gcc -o conftest -g -O2 -I/sw/include -L/sw/lib
conftest.c -lreadline -ltermcap -ldl >&5
configure:20205: $? = 0
configure:20209: test -z
|| test ! -s conftest.err
configure:20212: $? = 0
configure:20215: test -s conftest
configure:20218: $? = 0
configure:20231: result: yes
There are two of these blocks, and I would not be surprised if you got
"result: no" there.
If you didn't keep the build directory /sw/src/fink.build/python...,
then you can run "fink -k rebuild python23".
