Sometimes it takes a while until updated package descriptions migrate 
from the main CVS repository to the selfupdate servers. I just checked 
and found revision 1021 on the rsync selfupdate server, but not yet on 
the (anonymous) cvs selfupdate server.

So if you are using the selfupdate-cvs method, you
- either have to wait until sourceforge lets you get the new version 
(may take anything between 15 minutes and a couple of weeks),
- or you can get the package description from the cvs web access at
<http://fink.cvs.sourceforge.net/fink/dists/10.4/unstable/main/finkinfo/x11-wm/sawfish.info>
- or get the file directly via rsync (one-line command):

rsync -v 
rsync://rsync.opendarwin.org/finkinfo/10.4/unstable/main/finkinfo/x11-wm/sawfish.info
