I'll elucidate further:  Fink's -build- process for _that_ version of
svn builds a number of other packages at the same time--including the
python bindings which require X11.  This was a choice.

For version in 10.4/unstable, different choices were made in how to
build it.  For an ab-intitio build on 10.4, you would see:

The following package will be rebuilt:
 svn
The following 34 additional packages will be installed:
 apr-dev aprutil-dev autoconf automake1.9 cyrus-sasl2-dev
cyrus-sasl2-shlibs daemonic db44-aes db44-aes-shlibs expat
