Yes my unstable tree is enable and libsigc++2-shlib is installed but the resulting output is the same with fink directly or with fink commander....

An appropriate version of libsigc++2-shlibs is available in the
10.4/unstable distribution, just like inkscape.  Did you turn on the
whole unstable tree in your attempt to install inkscape?
