cc is provided by the Xcode Tools.  Install at least the compilers from
that (free download from connect.apple.com for the latest version [2.5],
though an older version should have come with your 10.4 media, or in a
folder on your machine if it came with 10.4)

This looks like your Fink installation may be outdated, which is a
separate problem.  You may want to fix that.  What do you get from

fink --version

?

We don't have a g77 for Intels.  You'd either need to install g95 or
gcc43, which has the 'gfortran' compiler as part of what it installs.
