That's not quite true: there's an ongoing problem with the package database website, and 0.28.5 is the current version in 10.5/stable.
The problem is addressed in http://www.finkproject.org/faq/upgrade-fink.php?phpLang=en#leopard-bindist2'When I try to install stuff I get 'Can't resolve dependency "fink (>= 0.28.0)"' (technically the issue is solved in the prior FAQ item)
