No, sorry for the confusion; I re-created the builddir, and think
my first conjecture was right. There is a
#include <X11/extensions/Xrandr.h>
in that file,
so the X11 headers get accessed via the symlink in /usr/include

Pls tell your X11 version,
and, after that, update it.
