With Apple's non-deterministic installer, it doesn't matter one bit if a package shows up as installed, because you can still be missing files. If you don't have /usr/X11R6/lib/libGL.dylib, by that *exact* name, then you need to keep trying to install the X11SDK until it shows up. You may need to remove /Library/Receipts/X11SDK.pkg to convince the installer that this is a new install rather than an upgrade.
