apt-get is completely independent here.  It uses your http proxy, but I
don't know of a way to make rsync do that.  Unfortunately, I don't think
we've currently got a "selfupdate" solution that works behind a
sufficiently restrictive firewall, as rsync is almost always blocked,
and I don't think our cvs-proxy package has worked in a while.
