So libicu28-dev or libicu30-dev should _not_ be installed.  The warnings
that you saw show up whenever a package is referred to but doesn't exist
for a particular distribution.  Those are holdovers from 10.2, so I
believe they're mentioned in case of upgrades that didn't cleaned up fully.
