The report might not have reached the archives at the time in which you
looked; it came in earlier today.

It is not:
$ fink show-deps mono
Information about 9931 packages read in 1 seconds.
Package: mono (2.6.1-2)
To install the compiled package...
The following other packages (and their dependencies) must be installed:
libgettext8-shlibs
mono-shlibs (= 2.6.1-2)
system-java15
The following other packages must not be installed:
[none]
To compile this package from source...
The following packages are also compiled at the same time:
mono-shlibs (2.6.1-2)
monodoc (2.6.1-2)
mono-dev (2.6.1-2)
The following other packages (and their dependencies) must be installed:
atk1 (>= 1.26.0-1)
cairo (>= 1.8.8-1)
cairo-shlibs (>= 1.8.8-1)
expat1
fink (>= 0.29.7-1)
fontconfig2-dev (>= 2.4.1-1)
freetype219 (>= 2.3.7-7)
gettext-tools
glib2-dev (>= 2.18.4-1)
glib2-shlibs (>= 2.18.4-1)
glitz (>= 0.4.4-1)
libgettext8-dev
libgettext8-shlibs
libiconv-dev
libpng3
macosx (>= 10.4.3-1)
pixman (>= 0.16.0-1)
pkgconfig (>= 0.23-1)
system-java15
system-java15-dev
xmkmf
The following other packages must not be installed:
gc
libicu28-dev
libicu30-dev
So libicu28-dev or libicu30-dev should _not_ be installed. The warnings
that you saw show up whenever a package is referred to but doesn't exist
for a particular distribution. Those are holdovers from 10.2, so I
believe they're mentioned in case of upgrades that didn't cleaned up fully.
