Not necessarily. It is possible to have Fink installed as i386, even on that same processor. As you can see from that table, arts-shlibs is not available in the 10.6/stable distribtution, which is what you seem to be running. Apparently arts-shlibs version 1.5.9 failed to compile on 10.6 and so was marked as unavailable for that OS. Version 1.5.10 apparently does work on 10.6, so you have two options: 1) enable the unstable tree by running 'fink configure' and answering Yes to the relevant question, or 2) asking the arts-shlibs maintainer (email available via "fink info arts-shlibs") to update the package in stable to the unstable tree version if possible.
