Your problem has nothing to do with gnuplot.  Python27 is the package 
that failed.

The issue is "No recognized Xcode CLI installed".  You have the *wrong* 
Xcode CLI package installed because the Mountain Lion and Mavericks 
versions are incompatible.  Use "xcode-select --install" to get the 
right one.
