Ah, the issues are related.  Manually stopping anything involving the 
low-level dpkg tool is a recipe for trouble for everything, in this case.

I expect that presence of a postgres _group_ but not _user_ was due to 
an OS update--Apple clobbered the users but not the groups for 10.7 -> 
10.8 and that may have carried forward for 10.8 -> 10.9.  Try entering 
252 there.  If Apple put a user of its own in that range you won't be 
allowed to replace it, and you'll be asked for a different number.
