What got removed with your OS update was the headers in /usr/include, but the executables were still present. The fink bootstrap procedure currently checks for the presence of these executables, and it therefore found nothing to indicate that it should stop. We don't have any control whatsoever about what they do or don't do. _We_ either running the command or downloading the tools from Apple in our online and bundled documentation (English only, unfortunately, due to a lack of resources).
