After some testing, I found that atlas won't build properly in my 10.7 virtual machine. Strangely, it seems to build in a 10.9 virtual machine, and octave-atlas builds for me both on 10.8 and 10.9. Please send me your build log and the config.log file from the octave-atlas build directory and I'll see if I can find anything.
