As it says above:

'Please try to include the complete error message in your report.  This
generally consists of a compiler line starting with e.g. "gcc" or "g++" 
followed by the actual error output from the compiler.'

The "Setting up ..." messages are from Fink installing packages that 
have already been built.  In this case, they were removed in the attempt 
to build libspatialite1, and are being restored.  This is normal, and 
will happen whether or not the build succeeds.  No real help there.

"Failed: phase compiling: libspatialite1-2.3.1-21 failed" is the result 
of *literally every possible* compile phase failure in that package, so 
there's no help from that.

Your best bet to provide useful information to help us diagnose the 
issue is to start at the _beginning_ of your libspatialite1 build 
attempt, and search downward until you _first_ start seeing error 
messages.
