The above prescription from the output message is the appropriate answer.
 It's extremely difficult to hide /usr/local from the build tools, and
we've found that some folks have generated libintl libraries which are
incompatible with what we require.

So rename /usr/local temporarily, do your build, and rename it back when
you're done.  If you're currently running something that needs runtime libs
in /usr/local, renaming /usr/local/lib/libintl.a  and
/usr/local/lib/libintl.dylib temporarily may suffice--those are only needed
at build time.
