The test simply checks for the existence of /usr/local/lib/libgmp.a or 
/usr/local/lib/libgmp.dylib .  If either of those exist, then for its 
purposes gmp is considered to be installed in /usr/local/lib .  Verify 
whether you have one or both of those.
