openmotif3 is of no relevance here, since you can't get to _its_ build, 
so I'm changing the subject.  fink-package-precedence is the package 
which is failing to build.

I don't reproduce this issue.  Is 
/sw/fink/dists/stable/main/finkinfo/devel/fink-package-precedence.patch 
in fact present?  If not, try another selfupdate, or you can download 
the relevant file manually from

http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.7/stable/main/finkinfo/devel/fink-package-precedence.patch?revision=1.9&content-type=text%2Fplain

and move it into /sw/fink/dists/stable/main/finkinfo/devel/ .
