I've gone ahead and added the libicu55-dev packaging that I
placed on fink tracking
(http://sourceforge.net/p/fink/package-submissions/4486/) since it
passes 'fink -m' under Xcode 6.3 unlike libicu48-dev. I had to rev
bump libicu48-dev to add the C/R on libicu55-dev. Hopefully we can
just migrate everything using libicu36-dev and libicu48-dev forward to
libicu-55-dev.
