Can you check the contents of /sw/src/fink.build/libmagickcore6.q16.2-shlibs-6.8.8.10-4/ImageMagick-6.8.8-10/config.log and see what it says about libltdl? The package has an explicit BuildDepends on libtool2, so that should provide everything needed for finding libltdl.
