It’s not that simple. The reason system-openssl-dev doesn’t exist on 10.11 is because Apple doesn’t provide OpenSSL headers on 10.11, and therefore you can’t build against the system’s openssl libraries there. We either need to update everything to use openssl100, which will prevent binary distribution of many GPL packages due to licensing issues, or to provide the proper OpenSSL headers ourselves that correspond to the system’s openssl libraries.
