Maybe check whether bindist.finkmirrors.net is reachable for you, and also 
check whether 72.13.188.158 works.

$ ping bindist.finkmirrors.net
PING snitch.finkproject.org (72.13.188.158): 56 data bytes
64 bytes from 72.13.188.158: icmp_seq=0 ttl=44 time=91.145 ms
…

And check whether you can download 
http://bindist.finkmirrors.net/10.11/dists/stable/main/binary-darwin-x86_64/Packages.gz
 via a web browser.  That’s essentially the same information which apt-get 
update downloads.

Since not everybody is having this error, unfortunately it’s a bit hard to 
diagnose.
