I'm having that problem as well. What I do for now is remove one of my
buddies and then add him again. That usually discovers the rest of my online
buddies.

Some other symptoms of the problem:
1. An undiscovered buddy will appear if the buddy changes his/her status
(unless it is to Invisible, of course).
2. This seems to be a problem with Proteus as well, which makes it seem to
me that it is a problem with libyahoo.
3. At least for me, there are three sets of Yahoo buddies. Set 1 is always
discovered by Fire. Sets 2 and 3 seem to be mutually exclusive.
4. If I add a buddy, in the process sometimes Fire will discover the rest of
my buddies.
