I posted this question to this list a while ago, and though I never got an
answer here, I did eventually solve it. Over the last week or so, I have
been getting a lot of private queries from people who found my question when
a websearch hit this list's archive, so I'm going to post the solution here
as well.
I was able to resolve this problem by using Pacifist (a utility that can be
downloaded from VersionTracker) to extract and install the missing file from
the installer package. I still don't know why the installer repeatedly
failed, but the problem is fixed.
