Yes, there's a feature request for this on sourceforge:

Fire should check for network connectivity before attempting to open a 
network connection, and detect when network connectivity is lost and go 
into offline mode at that point. I'm not going to attempt this for 
.31.a, but it's a fairly important feature for a laptop user like myself.
