There are a few approaches to this issue. Colter felt that it was best 
to keep the buddy clustering simple which is our current strategy. If 
you need access to a non-primary buddy in a cluster you have to use the 
"All" view... middle of the three state view toolbar item.

I had thought of having another level of hierarchy in the past, however 
our current implementation using the table view instead of outline view 
makes this harder.

Longer term, the real fix is to get file transfer working on as many 
services as possible. Please do not take this statement as a promise 
that we will do file transfer for any particular service, just that our 
time is better spent working on that issue rather than redoing buddy 
clustering for example.
