We have a mailing list for localization issues, we should continue this
discussion there.
You need to use Interface Builder to work on the NIB files. This is part
of the developer tools which are available from developer.apple.com
(you'll have to sign up for an Online membership to download them). It's
also possible that you have a copy on your computer already if it's
recent enough. Check in /Applications/Installers. Or if you have a boxed
copy of Mac OS X you might have a developer tools CD from that.
