That is correct, Guy. Back in my day, the dark ages, it required a local contacting an ATF contact, who would then complete and fax the request to tracing center. In the earliest days, it ran a month for a reply, towards the end (for me)(2002) a couple days. With the inception of NIBIN, it was incorporated into the software, so any lab with NIBIN could route a request itself. I believe that now an agency does not have to go through an agent, but can direct email the tracing center to do the trace. Just as an aside...the accuracy of a trace is based upon various factors. Is the firearm a one time sale? Then tracing center finds the importer/manufacturer, gets distribution info, and then either by phone or agent visit to the retail FFL to review the form, and then to verify if necessary/possible. If the firearm sold again, they will follow it from owner to owner, as much as possible. Most I ran were quite successful (I was "POC" in my agency for ATF). However, once a gun drops off the paperwork trail, the trace dead ends. Also, firearms which entered the system before GCA68 took effect are not trackable.
