Fed. district court holds that Virginia resident frequently travelling to NY
is not denied any fundamental right by NY's statutory scheme giving him no
possibility of obtaining a carry permit.
Note the prominence of Silviera in the court's decision that the 2A does not
protect a fundamental, individual right.
